Date Detained: 23 October 2022
Current Status:

House detention
Verdict was issued in the court of first instance (publicly known as the “Kempirabad case”) in 2024. Currently, the case is under review in the city court (second instance), and a verdict has not yet been delivered.

Charges Indicted:

Charged under Articles Organization of mass riots – Article 278
Calls for the violent seizure of power – Article 327

Trial Details:

In 2022, activists, politicians, and public figures in Kyrgyzstan who opposed the government’s decision to transfer the Kempir-Abad reservoir to Uzbekistan were detained. The event provoked significant public outrage and later became known as the “Kempir-Abad case.” Mass arrests began in October of that year, and Taalay Mademinov was among those detained.
On June 14, 2024, Mademinov was acquitted by the court of first instance. The case is currently under review in the court of second instance.

Prison Details:

While in pre-trial detention, Taalaybek Mademinov’s health was in a serious state. He suffered from diabetes (diabetic neuropathy of the lower limbs), and the effects of his hunger strike further damaged his condition. Although he required constant medical assistance, the detention facility lacked adequate conditions to meet his needs. He required continuous medical supervision, access to medication, and a special diet, none of which were provided in the detention center.

Health Condition:

Because the conditions of detention and his hunger strike had such a negative impact on his health, Mademinov urgently required ongoing medical care. However, the detention facility failed to provide the necessary support. After being released to house arrest, he was able to receive regular treatment, follow a special diet, and take proper care of his health.
