Civil society activist/ Since 2019, he has taken part in peaceful protests demanding respect for human rights and has faced persecution by law enforcement. For exercising his rights to free expression and peaceful assembly, he has been repeatedly subjected to administrative arrests and fines.

According to prosecutors, between November 7 and 17, 2022, A. Sembay published video appeals on Facebook calling for rallies and disseminating information about the DCK’s programs, regime change, a transitional government, and the establishment of a parliamentary republic. On May 13, 2023, the Astana examining court ordered a two-month pre-trial detention. He had previously been repeatedly detained for participating in protest rallies. Notably, on July 24, 2020, Sembay was sentenced to 15 days of administrative arrest for taking part in the “As beru” ceremony in the village of Talapker, held in response to the death of civic activist D. Agadil in a detention center. On December 19, 2023, the Astana Interdistrict Court for Criminal Cases sentenced him to six years’ imprisonment. In addition, the court imposed a five-year ban on engaging in public or political activity through mass media or telecommunications.
