Asiya Sasykbaeva

A politician and human rights defender with extensive experience in both the public and civil sectors. Asiya Sasykbaeva is regarded as one of the founders of civil society in Kyrgyzstan. She has been an active participant in public life, making an exceptional contribution to the protection of human rights and the defense of citizens’ freedoms. Her work has focused on strengthening civil society, promoting the protection of citizens’ rights, and encouraging open public debate on state policies, including sensitive issues such as territorial policy. Her outspoken position in defense of the Kempir-Abad reservoir is considered one of the main reasons for her detention as a political prisoner.

Verdict was issued in the court of first instance (publicly known as the “Kempirabad case”) in 2024. Currently, the case is under review in the city court (second instance), and a verdict has not yet been delivered.

Charged under Article 278 of the Criminal Code of the Kyrgyz Republic (“Organization of mass riots”) and Article 326 (“Attempt to seize power by force”).

Trial Details:

The Kempir-Abad case is among the most high-profile political cases in Kyrgyzstan. It began in October 2022 after protests erupted against the government’s decision on the demarcation of the Kyrgyz-Uzbek border, which included the transfer of the territory surrounding the Kempir-Abad reservoir to Uzbekistan. Authorities justified the move as necessary to clarify borders and ensure regional security, while the opposition and civil society denounced it as a threat to Kyrgyzstan’s territorial integrity and sovereignty. Following the protests, authorities accused members of the “Committee to Protect Kempir-Abad” and other civic activists of “preparing mass riots” and “attempting to seize power by force,” detaining more than 20 people, including prominent politicians, public figures, activists, and journalists.
The case has been heavily criticized both within Kyrgyzstan and internationally. Human rights organizations described it as politically motivated persecution and condemned the government’s use of criminal prosecution to silence opposition and critical voices. They documented numerous violations of detainees’ rights, lack of judicial fairness, and prosecution for political beliefs.
The investigation and court proceedings stretched for over a year, with defendants held in pre-trial detention under harsh conditions. Some experienced severe health problems, required hospitalization, or declared hunger strikes. Detention conditions were widely reported as failing to meet international standards.
In June 2024, the Pervomaisky District Court of Bishkek acquitted several defendants, including Asiya Sasykbaeva. However, the case remains under review at the court of second instance. International organizations continue to characterize the proceedings as politically motivated persecution.

Prison Details:

After her arrest, the health of 71-year-old politician Asiya Sasykbaeva sharply deteriorated. The damp and cold conditions in detention seriously aggravated her situation. The lack of fresh air in the cell, combined with unsanitary conditions, caused a persistent cough, while the humidity and low winter temperatures further weakened her immune system. As a result, Sasykbaeva frequently fell ill with colds and struggled to recover.

Health Condition:

Her long-standing chronic illnesses — including cardiovascular, respiratory, and joint diseases — have worsened in detention. Access to necessary medicines and medical assistance in the pre-trial facility has been severely limited, and there were significant obstacles to receiving medication from outside sources. These factors have led to a steady decline in her condition and a serious deterioration of her health. Despite repeated needs for medical assistance during detention, adequate care was not provided
