Temir Makhmudov is one of the 27 people detained in connection with the Kempir-Abad case. On February 1, 2023, he was arrested in Bishkek on suspicion of “preparing to organize mass riots” (Article 278 of the Criminal Code of the Kyrgyz Republic) and “attempting to seize power by force” (Article 278-1). The investigation and trial have been prolonged, and the defendants, including Makhmudov, were held in pre-trial detention for more than a year. During this time, he was subjected to severe psychological and physical pressure.
Temir Makhmudov’s health deteriorated while in custody. Unsanitary conditions in the pre-trial detention center, combined with a lack of fresh air and sunlight, as well as psychological and physical pressure, severely worsened his condition. He required emergency medical assistance several times and felt unwell during court hearings. At the beginning of 2024, he filed a complaint stating that he had been subjected to pressure in detention. The lack of timely medical care led to further deterioration of his health, with treatment often delayed or not provided at all.
Makhmudov required qualified medical care, continuous monitoring, and rehabilitation. However, in detention his access to healthcare and necessary medication was restricted, significantly disrupting his treatment process and preventing proper recovery.
